It is a company mainly producing ordinary corrugated paper and high-strength corrugated paper with waste paper as raw material, The 300000 tons recycled paper project is an expansion project of recycled paper board based on the original annual output of 30000 tons of cardboard. In September, 2010, the project was approved by the provincial industry and Information Commission [2010] No. 212 document, and the Provincial Light Industry Design Institute conducted a feasibility demonstration. Jingzhuang road is to the north of the plant, Jingqin road is to the southwest across the orchard, and orchard is to the east of the plant

II. The company's environmental assessment work and the implementation of the "three Simultaneities" system

the company entrusted Tianjin Environmental Impact Assessment Center to prepare the environmental impact report on the 300000 tons/year recycled cardboard expansion project of Jingning Hengda Co., Ltd., which mainly analyzed the environmental impact from the aspects of wastewater, waste gas, noise and solid waste generated during the construction and operation period, and formulated pollution prevention and control measures, The report was reviewed by Gansu environmental engineering assessment center in December, 2010, and the provincial environmental protection department approved it with GHPF [2010] No. 145 document. The project was completed in two phases. The first phase of the project has been completed and put into operation. On November 29, 2012, Pingliang Environmental Protection Bureau approved the acceptance with document [2012] No. 47; The second phase of the project was completed in november2014, and the trial production was approved by Pingliang Environmental Protection Bureau with [2015] No. 106 document on April 22, 2015. III. on site inspection

1 Construction of environmental protection facilities: first, 25.75 million yuan was invested to build a sewage treatment station. Designed by the papermaking and Environmental Protection Research Institute of Shaanxi University of science and technology, a sewage treatment station with a design treatment capacity of 1500m3/day was built in may2012. 90% of the treated wastewater is reused and 10% is discharged up to the standard. Second, invest 1million yuan to build sewage monitoring equipment. The company purchased monitoring equipment for chemical oxygen demand and ammonia nitrogen, connected with Pingliang monitoring center, passed the environmental protection acceptance in December 2012, and signed the entrusted operation agreement for water quality monitoring system with Beijing Huanyu Hongye Technology Development Co., Ltd., which provides operation services for the water quality monitoring system. Third, invest 2.3 million yuan to build advanced sewage treatment facilities. After investigation and demonstration by many parties, a Fenton type sewage advanced treatment facility has been built, which mainly utilizes the strong oxidizability of ferrous sulfate and hydrogen peroxide to transfer the sewage in the tertiary sedimentation tank into the advanced treatment facility. 4. The power supply voltage has little fluctuation for oxidation reaction, so as to reduce the concentration of pollutants and ensure up to standard discharge. Fourthly, an anaerobic tower was built with an investment of 6million yuan. Anaerobic bacteria are mainly used to treat the sewage in the influent link of sewage treatment, decompose the large particle organic matter, reduce the size deviation of sewage 5.1 and the concentration of influent pollutants in the appearance treatment facilities, make the biochemical system more stable and ensure up to standard discharge. Fifthly, 400000 yuan was invested to build the boiler exhaust gas monitoring equipment. It has been completed and put into trial operation in the middle of April, 2015, and is applying for acceptance

2. Operation of environmental protection facilities: during the on-site inspection on may12,2015, the sewage treatment station was in normal operation, and the sludge from the filter press was being cleaned and transported to the county domestic waste landfill for landfill. No waste water is discharged from the main waste water outlet. 18: 01 the waste water monitoring equipment shows that the ammonia nitrogen concentration is 2.5 mg/l, the two types of force application are mechanical force application and hydraulic force application, and the COD concentration is 70 mg/l. The operation records are complete. Due to the inclination of the anaerobic tower of environmental protection facilities, the internal structure has changed. The enterprise is contacting the manufacturer for maintenance. The original sludge in the anaerobic tower is temporarily stored in the anaerobic tower sedimentation tank, and the odor generated is scattered around the plant. On June 24, we inspected the company again. The phase II production line of the company was shut down on June 22. The anaerobic tower was being backfilled with activated sludge. The sewage treatment facilities and monitoring facilities were in normal operation. The monitoring data from 9:00 to 10:00 showed that the COD was 81 mg/l, the ammonia nitrogen concentration was 2.5 mg/l, and no wastewater was discharged from the main discharge outlet. From 7:00 to 9:00, the wastewater was discharged. The monitoring data showed that the ammonia nitrogen concentration was 1.9 mg/l and the COD concentration was 74 mg/l, both of which were up to the standard. On october23,2014, the municipal environmental monitoring station monitored the groundwater of Hengda raw material branch, and all indicators were evaluated as qualified. As the phase II production line was shut down, the odor around the plant area was significantly reduced

IV. verification of complaints

after on-site verification, the company's production wastewater was discharged up to the standard, and the monitoring equipment did not exceed the standard; The odor generated in the production process is discharged unorganized, and the concentration will increase when the temperature rises. The occasional strong wind weather will affect the surrounding residents. There is no water near the company. Case 2: first, check whether the force measuring piston is installed correctly and whether the friction force is too large. After eliminating this reason, adjust the push plate to the outside and adjust the small dial to be qualified. If the large and medium dial are still out of tolerance, properly reduce the weight of B thallium and C thallium until the source is qualified. The monitoring results show that there is no impact on the groundwater
